Sometimes they might be doing intensionally. Sometimes otherwise.
There are some pre-set good & bads, dos and don'ts of society. A person who is not brave enough to challenge that might just try to obey. If his mind doesn't agree, it might unconciously doing something which his heart likes!!!
If they are doing intensionally, best thing is to tell them up front about the descrepency in their behaviour. Whether they change or not, atleast they will be careful enough not to repeat such act, atleast in front of you ;o)

just watch them doing it what they say wont do. what else could you do.
